In 1981 Gary R. Cunningham, a developer of speculative industrial real estate for lease, was lured to Melbourne by the efforts of Brevard's Economic Development Officer, Bruce Ingram. Gary's first project in Brevard County was Melbourne Business Park, a 123,000 square foot industrial park for lease on John Rodes Blvd. Cunningham was later joined by Bruce Ingram, Robert 'Buz' Anderson and Gary R. Cunningham II, forming what is now Cunningham, Ingram & Anderson, Inc., known as CIA Developers.
